On 6 July 2009, Richard Harris -- on behalf of Oregon's mental health system -- sent out a letter saying the budget turned out to be not all that bad, as was feared, for Oregon's mental health system. You may download a PDF of that letter here. On this same day, David Oaks sent a letter to Mr. Harris asking "why zero?" That is, if the budget is better than thought, then why is Oregon still one of the few states to have zero funding for the state-wide voice of mental health consumers and psychiatric survivors?
