Dr. Sanne Magnan, Commissioner, Minnesota Department of Health (MDH) ought to issue a public statement of opposition to the use of involuntary electroshock on dozens of Minnesota citizens wasting scarce taxpayer funding. [posted May 2009]

Connection to Ray's case: Commissioner Magnan oversees the largest health agency in Minnesota. City Pages revealed that dozens of Minnesotans, including Ray, are receiving involuntary electroshock. Commissioner Magnan should be aware of this controversy, and ought to issue a policy statement of concern about the human rights of these citizens.
